Whether to replace a document with an application has always come down to one boundary: the point where building and operating the application beats keeping the PDF. Below it, a “good enough” PDF was the rational choice, even where it delivered poor outcomes and carried real compliance risk. Only the highest-volume, highest-value forms cleared the bar.

AI cuts the effort, cost and risk on both sides of that calculation — converting what exists, and building what does not.
