Convert your PDF form assets with AI

Unstackr is an enterprise Agentic AI platform that discovers, understands, modernises, and transforms legacy applications, document-driven workflows, and business processes. By combining AI agents, document intelligence, workflow discovery, and incremental migration, organizations can preserve decades of institutional knowledge while accelerating digital transformation.

Most forms were never worth converting. That has changed.

PDFs, paper and digitised paper are no longer the optimal way to capture data.

But whether it was worth replacing them has always depended on a single boundary — the app viability threshold.

Below it, a “good enough” PDF was the rational choice: cheap to keep, even if it delivered poor value and carried real outcome and compliance risk.

Only the highest-volume, highest-value forms — a driver's licence, a birth certificate — cleared the bar where a purpose-built app was clearly worth building. Everything to the left of the line stayed on paper.

“Good enough” PDFs Purpose-built app · before Purpose-built app · with agents
Cost to operate → Intake volume · complexity · value → “Good enough” PDFs Purpose-built app · cost cut by agents PDF is “good enough” poor value for outcome / risk Newly viable projects to pursue Purpose-built app wins e.g. driver's licence, birth certificate previous threshold new threshold agents cut effort, cost & risk

As the cost of building and operating a purpose-built app falls, the point where it beats a PDF moves left — and every form between the old and new threshold moves from “not worth it” to worth doing.

Your form estate runs on logic nobody can read any more.

  • 1. Convert at scale

    Agents convert the full estate

Hundreds of forms — PDF, smart XFA, Word, Excel, scans — converted with their embedded rules intact, in parallel rather than one file at a time.

    Embedded logic recovered from source

  • 2. Connect everything

    One workflow, one data layer

Each converted form is mapped into a shared workflow and a bi-directional data layer, so the same data is captured once.

    Single workflow

  • 3. Combine

    Reengineer the Experience

With every field and rule modelled in one place, the agents identify redundancy and propose a merged set of forms

    Duplicate fields identified and merged

  • 4. Production Ready

    Change the running system

The assets are modernised incrementally while it remains in service. Each change is released on its own, with no single cutover event.

    Changes released in production

  • 5. Value Creation

    Coverage improves the model

Each form added extends the shared rule and data model, which improves how accurately the agents map, merge and verify the forms that follow.

    Value increases with coverage

A team of AI agents does the modernisation . Then you maintain the assets

Each agent owns one hard part of turning a pile of documents into a connected, living estate. They run autonomously and hand the consequential calls to a human. The order never changes: knowledge first, then rebuild, then proof, then operate — iterating while it’s in production

—— Why it matters

PDF and forms assets are still around for a reason

Forms built over decades, each in isolation, each with logic frozen inside it. Fixing any one of them means hitting every one of these walls at once.

Nobody remembers what it does. The logic lives in a file and in the head of someone about to retire.

The logic is trapped. Calculations, validations and XFA scripts are buried where no one can edit them.

Duplicate data. The same data is captured five times and re-keyed between steps.

Modernisation never finishes. Years of analysts re-implementing logic they can only guess at.

Modernisation programes stall, and paper comes back. Extensive business change across units, sign-offs and systems inevitably slows any large initiative — and stalled initiatives quietly revert to paper.

Modernise without the years, the cost, or the risk

Legacy form modernisation has always been slow, expensive and risky enough that most forms were never worth converting. Unstackr changes that. AI agents convert forms in bulk, recover the business rules locked inside them, and combine overlapping forms into one connected, editable estate — fast enough, and cheap enough, to make far more of your forms worth doing at all. These are the themes that set it apart.

Bulk conversion at estate scale

Convert thousands of PDF, XFA, Word and scanned forms in parallel — the whole estate, not one form at a time. What traditional modernisation measures in years, the agents deliver in days.

An editable asset, not a dead AI export

After conversion, every field, rule, mapping and workflow is a live, editable object held in one place. Most AI output is a one-shot you can't maintain; Unstackr's is the starting point you build on.

Business rules recovered from the source

Calculations, validations and embedded scripts are lifted out of the file and rewritten as named, editable rules linked to their source. Nothing re-implemented from screenshots — the logic that runs your process survives the move.

Combine overlapping forms, don't just convert them

Agents detect duplicate fields across related forms and merge them — twelve intake forms become three — into one workflow and one data layer. You come out with a smaller, connected estate — not a faster copy of the mess.
